ข. แนวคิดหลัก : หลักการเสรีนิยม โดยภาพรวมแล้วกล่าวได้ว่าการจัดสวัสดิการสังคมของประเทศออสเตรเลียในปัจจุบันเป็นไปในแนวทางเสรีนิยม สิ่งที่สะท้อนหลักการดังกล่าวปรากฏในหลายด้าน อาทิ การใช้หลักให้ผู้รับบริการต้องมีส่วนรับผิดชอบค่าใช้จ่าย (users pay) การพยายามลดบทบาทของรัฐลักษณะต่าง เช่น นโยบายการเลิกสถานสงเคราะห์ (deinstitutionalization) หรือแม้แต่การเรียกผู้รับบริการว่า ‘ลูกค้า’ (customer) แม้รัฐพยายามลดภาระในเรื่องเหล่านี้ แต่ความรับผิดชอบในด้านงบประมาณยังคงเป็นของรัฐอย่างเต็มที่ การเปลี่ยนแปลงจึงปรากฏเฉพาะในด้านวิธีการปฏิบัติหรือวิธีการจัดเป็นสำคัญ

หากสิ่งแวดล้อมด้านเศรษฐกิจ-สังคม-การเมืองของประเทศไทยยังคงเป็นไปดังเช่นในปัจจุบันแล้ว แนวทางการจัดสวัสดิการสังคมแบบออสเตรเลียน่าจะเหมาะสมกับประเทศไทย กล่าวคือรัฐต้องลดบทบาทในการเป็นผู้จัดสวัสดิการให้น้อยลงแต่ส่งเสริมให้ครอบครัว องค์กร เอกชน และสังคมเข้ามามีบทบาทมากขึ้น บทบาทของรัฐคงเหลืออยู่เพียงการให้การสนับสนุนด้านงบประมาณ การส่งเสริมทางวิชาการ และประสานงานในด้านกฎระเบียบและการบริหาร จัดการ อย่างไรก็ตามการเปลี่ยนแปลงลักษณะนี้คงต้องใช้เวลาพอควร ประเด็นที่จะรายงาน ต่อไปนี้ในหลายกรณีจะสะท้อนถึงหลักเสรีนิยมที่กล่าวมาข้างต้น

ค. รูปแบบการให้บริการ

ค.1 การช่วยเหลือด้านที่อยู่อาศัย การจัดการด้านเคหะสงเคราะห์ของรัฐสามารถแก้ไขปัญหาการไร้ที่อยู่อาศัยของประชากรได้ไม่เท่ากัน ขึ้นกับความรุนแรงของปัญหาและงบประมาณที่แต่ละรัฐมี (เช่น ทำได้ดีในกรุงแคนเบอรร์ร่า แต่ยังไม่พอเพียงในรัฐนิวเซาธ์เวลส์) เคหะสงเคราะห์มีทั้งที่เป็นแฟลต และบ้านหลายขนาด ผู้มีสิทธิเข้าอยู่อาศัยต้องผ่านการทดสอบรายได้และต้องจ่ายค่าเช่า สิทธิการเช่าคงอยู่ตลอดไปตราบใดที่ผู้นั้นยังคงมีรายได้น้อยและสามารถจ่ายค่าเช่าได้ อย่างไรก็ตามระยะเวลาของการอาศัยในเคหะของรัฐโดยเฉลี่ยอยู่ที่ ประมาณ 5 ปี การย้ายออกเป็นเพราะบุคคลผู้นั้นมีฐานะดีขึ้น จึงหมดสิทธิการเช่า หรือประสงค์จะย้ายออกด้วยเหตุผลอื่น ๆ

นอกจากการสร้างเคหะสถานของรัฐแล้ว การสนับสนุนด้านค่าเช่าบ้านเป็นอีกวิธีหนึ่งที่รัฐใช้ (rent assistance) ด้วย วิธีนี้ผู้ที่มีความจำเป็นไม่ต้องรอคอยเคหะสงเคราะห์ของรัฐ แต่สามารถใช้บริการบ้านเช่าของเอกชนได้โดยค่าเช่าส่วนหนึ่งเป็นเงินช่วยเหลือจากสวัสดิการสังคม แนวทางนี้อาจเป็นทางเลือกหนึ่งที่ประเทศไทย[1]สามารถใช้ได้ เพราะการสร้างบ้านจำหน่ายแก่ประชาชนสามารถกระทำได้จำกัด และต้องใช้เวลาและงบประมาณเป็นจำนวนมาก การเปลี่ยนมาใช้วิธีการทำนองเดียวกับออสเตรเลียน่าจะช่วยขยายขอบเขตการช่วยเหลือให้กว้างขวางขึ้น กล่าวคือจ่ายเป็นเงินช่วยเหลือค่าเช่าบ้านสำหรับผู้ที่จำเป็น ขณะเดียวกันก็เรียกเก็บค่าเช่าจากเคหะสถานที่รัฐจัดสร้างขึ้น แทนที่จะใช้วิธีขายซึ่งเท่ากับเป็นการจำกัดผู้มีสิทธิแทนที่จะใช้วิธีการปลูกให้เช่าซึ่งผู้รับบริการจะมีมากขึ้นเนื่องจากเกิดการหมุนเวียนการเข้าอยู่อย่างต่อเนื่อง ส่วนค่าเช่าที่จัดเก็บราคาถูกก็ใช้เป็นค่าใช้จ่ายในการบำรุงรักษาให้เคหะสงเคราะห์เหล่านั้นคงอยู่ในระยะยาว โรงเรียนนิวซีแลนด์

ค.2 การสงเคราะห์ผู้พิการ การสงเคราะห์ผู้พิการเป็นไปตามนโยบายการเลิกสถานสงเคราะห์กล่าวคือ รัฐพยายามหาทางให้การดูแลผู้พิการกลายเป็นเรื่องของครอบครัวและชุมชน ในทางปฏิบัติ รัฐจะจ่ายเงินให้กับผู้ทำหน้าที่ดูแลผู้พิการในครัวเรือน (carer payment) สวัสดิการในด้านนี้ทำให้การรับภาระในการดูแลผู้พิการในครัวเรือนเป็นไปได้มากขึ้น นอกจากนั้นรัฐยังมีนโยบายส่งเสริมบ้านสำหรับคนพิการ (group home) บ้านดังกล่าวอยู่ในชุมชนและในแต่ละหลังจะมีผู้พิการอาศัยอยู่ร่วมกันประมาณ 5 คน การอยู่ร่วมกันของผู้พิการ ทำให้เกิดการเรียนรู้ที่จะช่วยเหลือซึ่งกันและกัน ในเวลาเดียวกันรัฐก็มิได้ทอดทิ้งโดยจะจัดส่งเจ้าหน้าที่ไปเยี่ยมเยียนเพื่อให้การช่วยเหลือเพิ่มเติม

นอกจากสวัสดิการเหล่านี้แล้วรัฐยังมีเงินสงเคราะห์บางประเภทที่จ่ายเพื่อช่วยให้ คนพิการสามารถดำรงชีวิตในสังคมได้ดีพอควร อาทิ เงินช่วยค่าเดินทางและอื่น ๆ การสนับสนุนเหล่านี้ทำให้นโยบายการใช้ครอบครัวและชุมชนเป็นฐานในการสงเคราะห์คนพิการเป็นไปได้ เรียนต่อ นิวซีแลนด์

ค.3 การช่วยเหลือคนพิการในตลาดแรงงาน รัฐบาลออสเตรเลียไม่ได้ใช้วิธีการบังคับให้สถานประกอบการจ้างคนพิการทำงาน แต่ใช้มาตรการหลายประเภทที่สามารถช่วยเหลือการทำงานในตลาดแรงงาน อาทิ

- กฎหมายห้ามกีดกันการจ้างงาน มาตรการแรกคือกฎหมายห้ามกีดกัน การจ้างงาน บุคคลใดที่มีความสามารถในการทำงานนั้น ๆ ต้องได้รับโอกาสการจ้างงานอย่าง เท่าเทียมกัน กฎหมายนี้จึงเป็นการสร้างสิทธิพื้นฐานด้านโอกาสการทำงานให้กับผู้พิการ

- การให้เงินสนับสนุนค่าจ้าง ทางหนึ่งที่รัฐสามารถใช้ได้คือการให้เงิน สนับสนุน หรือเงินชดเชยค่าจ้างให้กับนายจ้างที่จ้างงานคนพิการ (wage subsidy) การ ช่วยเหลือลักษณะนี้ช่วยลดต้นทุนด้านค่าจ้างของนายจ้าง ขณะดียวกันก็เป็นการชดเชยผลิตภาพการทำงานของคนพิการที่อาจจะมีน้อยกว่าคนปกติให้กับนายจ้าง

- บริการช่วยเหลือโดยตรง การช่วยเหลือที่เป็นบริการแก่ผู้พิการโดยตรงปรากฏในหลายลักษณะนับตั้งแต่ การจัดหางาน การช่วยกรอกใบสมัครงาน การติดต่อกับ นายจ้าง การให้คำแนะนำในการสัมภาษณ์งาน การฝึกอาชีพ ตลอดจนการประสานให้การ ช่วยเหลือกับนายจ้างที่ต้องเตรียมจัดสถานที่และเครื่องมือการทำงานให้เหมาะสมกับการทำงานของผู้พิการ

ค.4 การจ่ายบำนาญให้แก่ผู้สูงอายุและผู้มีรายได้น้อย กฎหมายของออสเตรเลียกำหนดให้ประชาชนปลดเกษียณจากงานที่ทำอยู่ โดยเพศชายเกษียณเมื่ออายุครบ 65 ปี และเพศหญิงเมื่ออายุ 63 ปี หกเดือน หากเงินบำนาญที่ได้รับ (ประมาณ 25 % ของรายได้เฉลี่ยก่อนเกษียณ) สูงกว่าเส้นรายได้ขั้นต่ำ ผู้สูงอายุเหล่านี้ก็จะได้รับเพียงเงินบำนาญของตน แต่หากเงินบำนาญน้อยกว่าเส้นความยากจน คนชราเหล่านี้จะมีสิทธิได้รับเงินสงเคราะห์เพิ่มเติมให้เท่ากับอัตรารายได้ต่ำสุดตามที่กฎหมายกำหนด ส่วนประชาชนทั่วไปที่มีรายได้น้อย ก็มีโอกาสรับเงินสงเคราะห์ได้เช่นกัน การกำหนดอัตรารายได้ขั้นต่ำของแต่ละคน (เพื่อจะได้รับสิทธิในการรับเงินสงเคราะห์) ค่อนข้างสลับซับซ้อน เพราะขึ้นกับหลายปัจจัย ไม่ว่าจะเป็นฐานะเดิม ทรัพย์สินที่มี รายได้ จำนวนบุตรหรือผู้ที่อยู่ภายใต้การเลี้ยงดู ภาระในการจ่ายค่ารักษาโรคประจำตัว ฯลฯ แต่อาจกล่าวได้ว่า โดยทั่วไปแล้ว ชาวออสเตรเลียต้องมีรายได้อย่างน้อย 17,500 ดอลล่าร์ออสเตรเลียต่อปี (ประมาณ 560,000 บาทต่อปี) หากต่ำกว่านี้จะมีสิทธิได้รับเงินสงเคราะห์ในรูปแบบต่างๆ

ค.5 การจ่ายค่ารักษาพยาบาล รัฐบาลได้จัดบริการรักษาพยาบาลให้แก่ประชาชนของตน โดยใช้ระบบประกันภัย ซึ่งประชาชนที่เสียภาษีให้รัฐ จะได้รับสิทธิดังกล่าวนี้ ในกรณีที่ไปรักษาพยาบาลกับสถานพยาบาลและจ่ายค่ารักษาไปก่อนสามารถนำใบเสร็จมาเบิกที่ Centrelink ได้

ค.6 การจ่ายเงินอุดหนุนครอบครัว รัฐบาลมีนโยบายสร้างครอบครัวให้เข้มแข็ง และสร้างกำลังคนของประเทศในอนาคตที่มีประสิทธิภาพ ดังนั้น จึงกำหนดให้มีการสนับสนุนทางการเงินแก่ครอบครัวที่มีรายได้น้อย อาทิครอบครัวที่มีสมาชิก 4 คน จะได้รับเงินประมาณ 20,000 ดอลล่าร์ออสเตรเลียต่อปี เพื่อให้พ่อแม่สามารถเลี้ยงดูสมาชิกในครอบครัวได้อย่างสมอัตภาพ ซึ่งปัจจุบันมีครอบครัวประมาณ 8 % ของทั้งหมดได้รับความช่วยเหลือด้านนี้ นอกจากนี้ รัฐยังจ่ายเงินค่าเลี้ยงดูเด็กอีกประมาณปีละ 3,000-5,000 ดอลล่าร์ออสเตรเลียต่อคนต่อปี (จนกว่าเด็กอายุครบ 6 ปี)

ค.7 การให้สวัสดิการแบบเบ็ดเสร็จ ตัวอย่างการจัดสวัสดิการในประเทศออสเตรเลียสะท้อนถึงการให้บริการแบบเบ็ดเสร็จและควบวงจร ยกตัวอย่าง เช่น บริการด้านครอบครัวที่ Centacare (องค์กรการกุศล สนับสนุนโดยโบสถ์คริสต์) จัดประกอบด้วยบริการก่อนการตั้งครอบครัว บริการระหว่างการใช้ชีวิตร่วมกัน และบริการแก้ไขปัญหาหากเกิดครอบครัวแตกแยก บริการเหล่านี้มีขอบเขตชัดเจน เช่น บริการกรณีครอบครัวแตกแยกจะไม่ให้ความสำคัญกับการหาทางให้ทั้งสองฝ่ายคืนดีกัน แต่จะเน้นที่การแบ่งทรัพย์สิน สิทธิการเลี้ยงดูเด็ก ทั้งนี้เด็กจะเป็นเป้าหมายสำคัญ

นอกจากตัวอย่างข้างต้นแล้วการให้การสงเคราะห์ในหลายกรณีแสดงถึงการช่วยเหลือเป็น package ที่จะช่วยผู้รับการสงเคราะห์ได้มากขึ้น เช่น ผู้ได้รับบำนาญชราภาพจะได้รับ บัตรลดราคา และเงินช่วยเหลือค่ายาไปพร้อมกัน การสงเคราะห์เป็นชุดแม้สิ้นเปลืองงบประมาณมากขึ้นแต่ก็ช่วยให้การแก้ไขปัญหาของผู้รับบริการตอบสนองความต้องการพื้นฐานได้อย่างแท้จริง โรงเรียนประจำที่อังกฤษ

ค.8 การจ่ายค่าจ้างขั้นต่ำสองระดับ คำอธิบายเชื่อมโยงกับการแก้ไขปัญหาแรงจูงใจในการทำงานยังให้ข้อมูลที่น่าสนใจอีกประการหนึ่งคือ การกำหนดค่าจ้างขั้นต่ำเป็น 2 ระดับ อันได้แก่ ค่าจ้างขั้นต่ำสำหรับแรงงานที่มีอายุ 16-18 ปี และค่าจ้างขั้นต่ำสำหรับแรงงานผู้ใหญ่ การกำหนดค่าจ้างแรงงานในลักษณะนี้เท่ากับยอมรับให้ผู้ที่พ้นวัยการศึกษาภาคบังคับ แต่ยังมีอายุไม่เกิน 18 ปี (ซึ่งยังคงถือเป็นแรงงานเด็กตามมาตรฐานสากล) สามารถทำงานได้อย่างถูกกฎหมาย อย่างไรก็ตามการกำหนดค่าจ้างที่ต่ำกว่าแรงงานผู้ใหญ่แสดงถึงการที่รัฐไม่ส่งเสริม การทำงานของเยาวชน การกำหนดค่าจ้างในลักษณะนี้ทำให้เยาวชนที่จำเป็นต้องมีรายได้ สามารถหางานทำได้ง่ายขึ้น (เพราะนายจ้างจ่ายค่าจ้างต่ำกว่าผู้ใหญ่อย่างถูกกฎหมาย) จึงไม่จำเป็นต้องพึ่งเงินสงเคราะห์จากรัฐ ขณะเดียวกันก็สามารถทำงานไปพร้อมกับการศึกษาต่อเนื่องได้

ค.9 การสนับสนุนประชาชนให้ทำงานอาสาสมัคร รัฐบาลออสเตรเลียนอกจากจะให้ความสำคัญกับการจัดบริการสังคมแก่ประชาชนของตนแล้ว ยังมีนโยบายที่แฝงมากับการจัดสวัสดิการเรื่อง การส่งเสริมให้คนในชุมชนทำงานเพื่อชุมชนของตนเองด้วย เพราะเชื่อว่า คนเหล่านี้ย่อมตั้งใจทำงานและจะส่งผลดีต่อชุมชนและประเทศในภาพรวม นโยบายนี้เปิดโอกาสให้ประชาชนทุกหมู่เหล่าสามารถช่วยเหลือกลุ่มบุคคลที่ไม่สามารถช่วยตนเองได้ อาทิ คนพิการ คนชรา ผู้ป่วย หรือแม้แต่การทำงานสาธารณะภายในชุมชนของตน ดูแลเรื่องสภาพสิ่งแวดล้อมในชุมชน หน่วยงานของรัฐบาลและเอกชนจะฝึกอบรมให้อาสาสมัครรู้วิธีการทำงานที่ถูกต้องตามหลักวิชาการและกฎหมาย และจัดสรรค่าตอบแทนจำนวนหนึ่งให้ เป็นสินน้ำใจ (แต่ไม่มากเท่าการไปรับจ้างทำงานประจำตามหน่วยงานต่างๆ)

ค.10 การสนับสนุนองค์กรชุมชน รัฐบาลมีนโยบายให้องค์กรชุมชน องค์กรเอกชนทั้งหลายสามารถเสนอโครงการพัฒนาชุมชนของตนได้ โดยจะมีการพิจารณาโครงการปีละ 2 ครั้ง แต่ละครั้งจะมีองค์กรชุมชนประมาณ 150 แห่งได้รับทุนสนับสนุน รวมเป็นเงินประมาณ 20 ล้านดอลล่าร์ออสเตรเลีย (ประมาณ 640 ล้านบาท) โครงการที่เสนอโดยชุมชนเหล่านี้ จะเน้นการแก้ไขปัญหาที่เกิดขึ้นในชุมชนของตน ดำเนินงานโดยคนในชุมชน ไม่ว่าจะเป็นแบบอาสาสมัคร หรือ มีการจ้างมืออาชีพมาช่วยดำเนินการก็ตาม ทั้งนี้ รัฐบาลจะพิจารณาโครงการที่เน้นการสร้างชุมชนให้เข้มแข็ง การมีส่วนร่วมของประชาชน และสามารถแก้ไขปัญหาด้านเด็ก ครอบครัว และชุมชนไปในเวลาเดียวกัน

ง. การทำงานแบบมืออาชีพ ทุกหน่วยงานที่ไปดูงานมีการทำงานวิจัยอย่างต่อเนื่อง (อาจทำเอง ร่วมมือกับหน่วยงานอื่น หรือจ้างให้หน่วยงานอื่นทำ) ทำให้สามารถปรับปรุงคุณภาพการทำงานของตนได้ตลอดเวลา นอกจากนี้ แต่ละหน่วยงานยังมีระบบข้อมูลที่มีประสิทธิภาพ มีการเปิดช่องทางให้ “ลูกค้า” ติดต่อกับหน่วยงานของตนทั้งทางโทรศัพท์ (เบอร์หน่วยงานเหล่านี้จะเสียค่าบริการราคาถูก เพียง 30 เซ็นต์) และหากเป็นหน่วยงานให้บริการตรง (อาทิ Centrelink ) “ลูกค้า” สามารถโทรศัพท์หาได้ตลอด 24 ชั่วโมง กรณีที่ผู้กำหนดนโยบายของหน่วยงานระดับสูง (นักการเมือง) กำหนดนโยบาย หรือออกกฎหมายที่ไม่เหมาะสม หน่วยงานต่างๆจะเสนอแนะทางเลือกใหม่ โดยมีข้อมูลจากงานวิจัย หรือบทเรียนต่างๆที่ผ่านมาในอดีตสนับสนุน ทำให้เกิดการเปลี่ยนแปลงนโยบายและแนวทางการดำเนินงานได้ เพราะนักการเมืองเองก็ไม่ประสงค์จะถูกประชาชนต่อต้าน (เพราะกำหนดนโยบายหรือกฎหมายที่ไม่เหมาะสม ไม่มีประสิทธิภาพ) เช่นกัน ในส่วนการทำงานของรัฐบาลก็มีการศึกษาปัญหาของประชาชนก่อนที่จะกำหนดนโยบาย และขับเคลื่อนกฎหมายใดๆสนับสนุน มีการปรับปรุงข้อมูลให้ทันสมัยตลอดเวลา เช่น การปรับอัตราเงินสงเคราะห์จะมีการทบทวนทุก 6 เดือน หากดัชนีเศรษฐกิจเปลี่ยนก็จะปรับอัตราตามไปด้วย Summer อังกฤษ

กระทรวงบริการครอบครัว ชุมชน และกิจการสำหรับชนพื้นเมือง (FaCSIA) (องค์กรระดับรัฐบาลกลางหรือระดับชาติ)

FaCSIA คือกระทรวงที่ดูแลงานด้านสวัสดิการครอบครัวและชุมชนในระดับชาติ ตั้งอยู่ที่กรุงแคนเบอรร่า ทำหน้าที่ในการกำหนดนโยบายทางสังคม และกำกับดูแลให้มีการดำเนินการตามนโยบายโดยผ่านหน่วยงานที่เป็นพันธมิตรทั้งที่เป็นภาครัฐและภาคเอกชน กระทรวงฯมีเป้าหมายในการปรับปรุงคุณภาพชีวิตของประชาชนชาวออสเตรเลีย และมุ่งเน้นการเพิ่มขีดความสามารถของรายบุคคล ครอบครัว และชุมชนในการจัดการกับปัญหาทางสังคมที่เกิดขึ้น

ผลสัมฤทธิ์ 5 ประการที่กำหนดไว้ในยุทธศาสตร์การดำเนินงานของกระทรวงฯนี้ คือ(1) เกิดระบบการช่วยเหลือประชาชนแบบบูรณาการ และสามารถตอบสนองนโยบายที่เหมาะสม ทำให้กลุ่มเป้าหมายมีขีดความสามารถและคุณภาพชีวิตที่ดีขึ้น ทั้งนี้โดยการร่วมมือกับองค์กรพันธมิตรอย่างใกล้ชิดและให้บริการอย่างมีประสิทธิภาพ (2) กลุ่มเป้าหมายต่างๆมีขีดความสามารถในการพึ่งตนเองมากขึ้น มีส่วนร่วมและรับผิดชอบในการแก้ไขปัญหาของตนเองมากขึ้น โดยเฉพาะอย่างยิ่งในเรื่องปัญหาที่อยู่อาศัย (3) ผู้สูงอายุ คนพิการ ผู้ดูแลกลุ่มคนที่ช่วยตนเองไม่ได้ เยาวชน และสตรีได้รับการสนับสนุน ยกย่อง และกระตุ้นให้มีส่วนร่วมในกิจกรรมของชุมชนมากขึ้น (4) ครอบครัวและเด็กมีทางเลือกและโอกาสในการเริ่มต้นชีวิตที่ดีของเด็ก และ (5) เกิดชุมชนที่เข้มแข็ง และมุ่งเน้นการมีส่วนร่วมของรายบุคคล ครอบครัว องค์กรธุรกิจ และหน่วยงานภาครัฐต่างๆที่ตั้งในท้องที่นั้นๆ

บุคคลากรของกระทรวงนี้จะประจำอยู่ในระดับชาติและระดับมลรัฐเท่านั้น รวมจำนวนทั้งสิ้น 2,000 คน FaCSIA จะไม่จัดบริการให้แก่ประชาชนโดยตรง การให้บริการช่วยเหลือประชาชนจะทำผ่านองค์กรของรัฐอื่นๆ องค์กรพัฒนาเอกชน และหน่วยงานของรัฐที่เรียกว่า Centrelink ซึ่งเป็นอีกหน่วยงานหนึ่งของกระทรวงบริการประชาชน (Department of Human Services) งบประมาณร้อยละ 90 ของกระทรวงนี้จะจ่ายผ่าน Centrelink

เมื่อกระทรวงฯพิจารณาเห็นว่าหน่วยงานอื่นๆที่ทำหน้าที่ให้บริการประชาชนโดยตรง ไม่ว่าจะเป็นองค์กรของรัฐหรือของเอกชน (รวมทั้งองค์กรต่างๆของชุมชน/ในชุมชน) ก็จะทำสัญญากัน เสมือนหนึ่งกระทรวงฯว่าจ้างหน่วยงานเหล่านั้นเป็นผู้ปฏิบัติงานแทน

การทำงานของกระทรวงฯยึดหลักการที่สำคัญ 2 ประการ คือ

- Early intervention (รีบดำเนินการแก้ไขที่ต้นตอ ไม่ปล่อยให้ปัญหาทวีความรุนแรงหรือยืดเยื้อ) อาทิ การแก้ไขปัญหาครอบครัวต้องเน้นที่จุดเริ่มต้นของการเกิดปัญหา (early cycle of life)

- Prevention ดำเนินการใดๆเพื่อป้องกันก่อนที่จะเกิดปัญหา

นอกจากนี้ กระทรวงฯยังมีนโยบายสนับสนุนการทำงานขององค์กรเอกชน (รวมทั้งองค์กรในชุมชน ของชุมชน) 4 ด้าน คือ

1) สนับสนุนให้ชุมชนจัดสวัสดิการแก่เด็กและเยาวชน

2) สนับสนุนให้ชุมชนจัดสวัสดิการแก่คนพิการ

3) สนับสนุนเรื่องการเสริมสร้างความสัมพันธ์ที่ดีของสมาชิกในครอบครัว

4) การให้คำแนะนำปรึกษาด้านการวางแผนการเงิน การใช้จ่ายเงิน

กระทรวงบริการครอบครัว ชุมชน และกิจการสำหรับชนพื้นเมือง แบ่งส่วนงานออกเป็นส่วนๆ ดังนี้

1) ฝ่าย (กรม/สำนัก) นโยบายสังคม (Social Policy Group) ทำหน้าที่เป็นหน่วยกำหนด “จุดยืนทางยุทธศาสตร์” ของกระทรวง ปรึกษาหารือกับฝ่ายอื่นๆในกระทรวงในการกำหนดนโยบาย ทั้งนี้โดยอาศัยข้อมูล และกรณีตัวอย่างที่เป็นรูปธรรม เพื่อสร้างระบบเครือข่ายและภาคีพันธมิตรด้านการพัฒนาสังคมทั่วประเทศ

2) ฝ่าย (กรม) บริการชุมชน (Communities Group) มีหน้าที่สนับสนุน ดำเนินการให้เกิดผลลัพธ์ในชุมชนต่างๆตามวัตถุประสงค์ที่วางไว้ ทั้งนี้ กรมนี้ จะดำเนินงานผ่านเครือข่ายระดับภาค เครือข่ายชุมชนและธุรกิจ

3) ฝ่าย (กรม) บริการครอบครัว (Families Group) จะพัฒนาโครงการต่างๆที่ส่งเสริมให้สมาชิกในครอบครัวมีสัมพันธภาพที่อบอุ่น และช่วยให้ครอบครัวสามารถปรับตัวให้เข้ากับการเปลี่ยนแปลงทางเศรษฐกิจ สังคม และเข้ามีส่วนร่วมในกิจกรรมของชุมชนอย่างเต็มที่

4) ฝ่าย (กรม) บริการเด็ก (Children Group) มีหน้าที่พัฒนาและนำเสนอนโยบาย แผนงาน โครงการที่สร้างความเข้มแข็งให้แก่ครอบครัว อันจะทำให้เด็กที่อยู่ในครอบครัวมีจุดเริ่มต้นของชีวิตที่ดี

5) ฝ่าย (กรม) ผู้หญิงและเยาวชน (Women and Youth Group) ทำหน้าที่สนับสนุนกิจการใดๆที่องค์กรอื่นๆจัดทำขึ้นเพื่อพัฒนาผู้หญิงและเยาวชน เน้นการให้คำปรึกษา การสนับสนุนวิชาการ งบประมาณทำกิจกรรม รวมทั้งการพัฒนาขีดความสามารถของผู้หญิงและเยาวชนในเรื่องต่างๆ

6) ฝ่าย (กรม) ผู้พิการและเคหสถาน (Disability and Housing Group) ทำหน้าดูแลครอบครัวที่มีรายได้น้อย รวมทั้งคนและชุมชนพื้นเมือง เพื่อให้มีโอกาสเข้าถึงบริการด้านที่อยู่อาศัยที่เหมาะสม แก้ไขให้คนไร้บ้านหลุดพ้นจากปัญหาของตน (จ่ายค่าเช่าบ้านให้ตลอดชีวิต) กรมนี้จะกำหนดนโยบาย แผนงาน โครงการเพื่อพัฒนาความสามารถของรายบุคคล ครอบครัว และชุมชน รวมตลอดถึงพัฒนาคุณภาพชีวิตของคนเหล่านั้น โดยจัดบริการด้านสุขภาพจิต การให้คำแนะนำโดยผู้เชี่ยวชาญด้านการจ้างงานเฉพาะสาขา และบริการอื่นๆ เพื่อให้คนพิการสามารถพัฒนาและช่วยเหลือตนเองได้ บริการที่จัดให้ยังรวมถึง การหาผู้ดูแลให้ผู้พิการ โดยการจัดสรรเงินตอบแทนส่วนหนึ่งแก่ผู้ดูแลผู้พิการ (ในอัตราที่น้อยกว่าเงินเดือนที่ชาวออสเตรเลียจะได้รับหากทำงานตามองค์กรต่างๆเต็มเวลา แต่ก็มากพอประทังชีวิตได้) ทั้งนี้ รัฐบาลมีนโยบายยกเลิกสถานสงเคราะห์คนพิการ แต่ให้ครอบครัวและชุมชนมีส่วนในการดูแลคนพิการมากขึ้น โดยยึดหลัก Community Based Rehabilitation – CBR และ group home (โดยจัดหาผู้ดูแลให้)

7) ฝ่าย (สำนัก) สนับสนุนงานด้านธุรการและบริหารทั่วไป (Corporate Support Group) สนับสนุนการปฏิบัติงานของกระทรวง ทำหน้าที่ในการสนับสนุน ประสานงาน และให้คำแนะนำด้านการบริหารจัดการ ข้อแนะนำเรื่องระเบียบ กฎหมายในการดำเนินงานต่างๆ การสื่อสารเพื่อสร้างความเข้าใจกันในระหว่างกรมภายในกระทรวงเดียวกัน รับผิดชอบงานพัฒนาทรัพยากรมนุษย์ การให้บริการสนับสนุนงานของรัฐมนตรี การประชาสัมพันธ์สื่อสารกับภายนอก และบริการงานเลขานุการและธุรการอื่นๆ

8) ฝ่าย (สำนัก) งบประมาณ (Business and Financial Services Group) ทำหน้าที่ดูแลเรื่อง การจัดการการเงินทั้งหมดของกระทรวง การจัดทำงบประมาณโดยร่วมมือกับสำนักนโยบายสังคม การดำเนินการใดๆเพื่อให้ได้งบประมาณมา รวมทั้ง การกำหนดแนวทางการจัดซื้อ จัดจ้าง และการสนับสนุนการดำเนินงานด้านการเงิน การคลัง และการบริหารงบประมาณ

9) ฝ่าย (สำนัก) ประสานการดำเนินงาน (Program Operations Group) ทำหน้าที่กำกับดูแลให้งานของกระทรวงสอดคล้องกับแผนงานดำเนินโครงการต่างๆที่ใช้ชุมชนเป็นฐาน หน่วยงานสาขาของฝ่ายนี้ต้องรับผิดชอบดูแลเรื่องการบูรณาการโครงการต่างๆในพื้นที่ ทั้งในแง่เนื้อหาของงานและการบริหารงานโดยรวม สาขาฯสามารถกำหนดระบบการดำเนินงาน ขั้นตอนการทำงานของโครงการต่างๆในพื้นที่ที่ตนดูแลได้

10) ฝ่าย (สำนัก) ข่าวสารเพื่อการจัดการ และเทคโนโลยีสารสนเทศ (Information Management and Technology Group) ทำหน้าที่สนับสนุนงานด้านเทคโนโลยี่สารสนเทศ การจัดหา จัดทำ และนำเสนอข้อมูลที่เชื่อถือได้ อย่างทันเหตุการณ์ และรวดเร็ว

11) ฝ่าย (สำนัก) ประสานนโยบายด้านชนพื้นเมือง (Office of Indigenous Policy Coordination) ทำหน้าที่ประสานงานกับหน่วยงานอื่นๆของรัฐทั้งหมด เพื่อให้มีเอกภาพในรูปแบบการทำงาน และสอดคล้องสนับสนุนกันและกันในเชิงเนื้อหาเพื่อการพัฒนาชนพื้นเมืองที่มีประสิทธิภาพ

12) ฝ่าย (สำนัก) ประเมินผล (Performance Group) จะปฏิบัติงานร่วมกับภาคีพันธมิตรอื่นๆ รวมทั้ง ชนพื้นเมือง เพื่อประเมินผลสัมฤทธิ์ของการดำเนินงานแต่ละโครงการ โดยการกำหนดตัวชี้วัด การให้ข่าวสารข้อมูล และกรอบและแนวทางในการประเมินผล

13) ฝ่าย (สำนัก) นโยบาย (Policy Group) ทำหน้าที่ประสานงานกับหน่วยงานที่เกี่ยวข้องเพื่อกำหนดนโยบายด้านต่างๆที่เกี่ยวข้องกับชนพื้นเมือง บริหารความร่วมมือระหว่างรัฐบาลกลางและรัฐบาลของมลรัฐ รวมทั้งให้คำแนะนำแนวทางดำเนินงานที่เกี่ยวกับชนพื้นเมือง ในมิติของความสัมพันธ์ระหว่างประเทศ และในเวทีสหประชาชาติ

14) ฝ่าย (สำนัก) จัดการด้านที่ดินและทรัพยากร (Land and Resources Group) (ที่เกี่ยวข้องกับชนพื้นเมือง) ทำหน้าที่ให้คำแนะนำหน่วยงานต่างๆที่ดำเนินงานด้านการจัดสรรที่ดิน การทำโครงการในพื้นที่ที่อาจมีผลต่อสิทธิชุมชนเรื่องที่ดินของชนพื้นเมือง การแต่งตั้งหรือรับรองสถานะของชนพื้นเมือง ฯลฯ โดยสำนักนี้จะทำงานร่วมกับหน่วยงานอื่นๆ รวมทั้งสถาบันการศึกษา ทั้งในและต่างประเทศ

15) ฝ่าย (สำนัก) พัฒนาความเป็นผู้นำ (Leadership Development Group) ทำหน้าที่ส่งเสริมให้เกิดผู้นำที่เป็นชนพื้นเมือง โดยจัดการอบรม และเสริมโอกาสให้ทั้ง หญิง ชาย เยาวชน แสดงความสามารถในชุมชนและในองค์กรที่สังกัด รวมทั้งทำหน้าที่ในการวิจัยและพัฒนาวิธีการสร้างผู้นำที่มีประสิทธิภาพอีกด้วย

ในระดับมลรัฐ แต่ละรัฐอาจจัดโครงสร้างของกระทรวงนี้ให้ล้อกับระดับชาติ แต่อาจรวมงานบางงานเข้าด้วยกัน ตามความเหมาะสมก็ได้ เช่น ในเขตพิเศษนครหลวงออสเตรเลีย (กรุงแคนเบอร่า) กำหนดให้ฝ่ายช่วยเหลือคนพิการ เคหสถาน และฝ่ายการบริการชุมชน ควบรวมเป็นฝ่ายเดียวกัน

กระทรวงบริการประชาชน (Department of Human Services)

ประเทศออสเตรเลียยังมีกระทรวงที่เกี่ยวข้องกับการให้บริการสวัสดิการสังคมอีกกระทรวงหนึ่งคือ กระทรวงบริการประชาชน (Department of Human Services) ซึ่งกระทรวงนี้เพิ่งจัดตั้งขึ้นเมื่อ พ.ศ. 2547 นี่เอง โดยมีวัตถุประสงค์เพื่อเพิ่มประสิทธิภาพในการให้บริการทางสังคมและสาธารณสุขแก่ประชาชนชาวออสเตรเลีย กระทรวงที่จัดตั้งใหม่นี้ แม้จะเป็นกระทรวงที่ให้บริการตรง แต่ก็มีขนาดไม่ใหญ่มาก เพราะงานบริการอีกหลายชนิดก็ยังจ้างให้ภาคเอกชน หรือแม้แต่ภาคประชาสังคมเป็นผู้ดำเนินการ

กระทรวงที่เกิดใหม่นี้ ดูแลเรื่อง การจ่ายเงินช่วยเหลือประเภทต่างๆ ปีละ มากกว่า 90,000 ล้านเหรียญออสเตรเลีย นอกจากนี้ยังให้คำแนะนำปรึกษา หรือให้ข้อมูลที่จำเป็นแก่ประชาชน ประกอบด้วยหน่วยงานย่อย 6 หน่วย คือ

- Centrelink

- Medicare Australia หน่วยงานประกันสุขภาพ

- Child Support Agency

- CRS Australia

- Australian Hearing

- Health Services Australia

Centrelink มีสาขาอยู่ทั่วประเทศประมาณ 1,000 สาขา มีบุคลากรรวมทั้งสิ้น 25,000 คน หน้าที่หลักๆ คือ การช่วยหางาน (ประสานงานกับกระทรวงและหน่วยงานอื่นๆที่ทำหน้าที่เรื่องการจ้างงาน) การจ่ายเงินสงเคราะห์ครอบครัว เงินบำนาญ เงินสนับสนุนยังชีพแก่ผู้พิการ เด็ก ค่ารักษาพยาบาล จ่ายค่าตอบแทนให้แก่ผู้ดูแลคนชรา หรือคนพิการ หรือเด็กเล็ก เป็นต้น ในพื้นที่ที่มีจำนวนประชากรน้อย Centrelink ก็จะไม่จัดตั้งสำนักงาน แต่อาจจ้างให้คนท้องถิ่นหนึ่งคนทำงานเป็นตัวแทนขององค์กรให้บริการประชาชนในเขตนั้น

รัฐบาลจะจัดสรรงบประมาณด้านบุคลากรของ Centrelink แต่การดำเนินงานด้านต่างๆ Centrelink จะต้องเสนอโครงการว่า ตนจะให้บริการประชาชนกลุ่มต่างๆมากน้อยเพียงใด บริการประเภทใด และจะคิดค่าใช้จ่ายในการดำเนินงานเท่าใด เมื่อกระทรวงต่างๆพิจารณาแล้วเห็นว่า การจัดสรรงบประมาณสวัสดิการสังคมให้แก่ประชาชนและชุมชนโดยผ่าน Centrelink น่าจะคุ้มค่า หรือมีประสิทธิภาพสูงสุด (มากกว่าโครงการที่หน่วยงานอื่นๆเสนอ) ก็จะทำสัญญากับ Centrelink

ดังนั้น Centrelink จึงมีการทำงานคล้ายคลึงกับหน่วยงานเอกชน และเรียกผู้มาใช้บริการที่หน่วยงานของตนว่า “ลูกค้า” (customer) มิใช่ “ผู้ขอรับบริการ” (client) องค์กรจะกำหนดวิสัยทัศน์ ยุทธศาสตร์ ค่านิยมและปรัชญาในการทำงานที่เน้นประสิทธิภาพ ประสิทธิผล ความพึงพอใจของลูกค้า และการทำงานสังคมสงเคราะห์แบบมืออาชีพ นอกจากนี้ ยังยึดหลักการบริหารจัดการแผนใหม่อย่างเคร่งครัด อาทิ การทำงานเป็นทีม ความโปร่งใส การสื่อสารอย่างมือประสิทธิภาพ การควบคุมและประเมินผลสัมฤทธิ์ การแข่งขันให้บริการกับหน่วยงานอื่นๆที่ทำหน้าที่คล้ายๆกัน

โดยที่การดำเนินงานต้องอยู่บนฐานของประสิทธิภาพ ดังนั้น องค์กรจึงมีระบบข้อมูลและการติดตามผลการทำงานอย่างเคร่งครัด ทำให้สามารถรายงานผลการทำงานของตนได้อย่างชัดเจน อาทิ การจ่ายเงินสงเคราะห์ประเภทต่างๆในปีที่ผ่านมาเป็นเงินจำนวน 60,000 ล้านดอลล่าร์ออสเตรเลีย มีลูกค้ามาใช้บริการ 6.5 ล้านคน มีการติดต่อทางจดหมาย 90 ล้านฉบับ ทางโทรศัพท์ 28 ล้านครั้ง และมีการติดต่อผ่านอินเตอร์เนตจำนวน 32.6 ล้านครั้ง เป็นต้น

นอกจากนี้ Centrelink ยังมีการบริการลูกค้าที่ไม่สามารถพูดภาษาอังกฤษได้ โดยมีการจัดหาล่าม และทำเอกสารแนะนำการติดต่อกับหน่วยงานของรัฐเป็นภาษาต่างๆ ถึง 80 ภาษา (ในออสเตรเลียมีคนพูดภาษาต่างๆรวมกันประมาณ 200 ภาษา)

กลไกการทำงานของภาคประชาสังคม

นอกจากนี้ ออสเตรเลีย ยังมีการรวมตัวของภาคประชาสังคม และ สมาคมวิชาชีพต่างๆที่เข้มแข็งพอสมควร โดยเฉพาะอย่างยิ่ง วิชาชีพสังคมสงเคราะห์ เพราะการปฏิบัติหน้าที่สังคมสงเคราะห์ต้องได้รับการอนุมัติจากรัฐ คือ ต้องเป็นผู้จบการศึกษาด้านนี้เท่านั้น (ต้องจบในออสเตรเลียหรือในประเทศที่เป็นเครือจักรภพ ที่ใช้หลักสูตรแบบเดียวกันเท่านั้น) และนักสังคมสงเคราะห์จะได้รับค่าตอบแทนสูงกว่านักสังคมศาสตร์ หรือผู้ปฏิบัติงานสวัสดิการสังคมทั่วไป

องค์กรภาคเอกชนที่เข้มแข็ง ได้แก่ Australian Council of Social Services (ACOSS) ซึ่งมีสมาชิกในแต่ละมลรัฐด้วย ทำหน้าที่ประสานงานองค์กรภาคเอกชนต่างๆ เพื่อเป็นกระบอกเสียงให้คนพิการ คนจน และผู้ด้อยโอกาสกลุ่มต่างๆ นอกจากนี้ยังทำหน้าที่พัฒนาความเข้มแข็งขององค์กรสมาชิก เป็นศูนย์กลางข้อมูล จัดรณรงค์ สัมมนา และสะท้อนสภาวะสังคมผ่านสื่อต่างๆ

ACOSS เป็นหน่วยงานกลางขององค์กรพัฒนาเอกชนที่ทำหน้าที่จัดสวัสดิการในประเทศออสเตรเลียทำนองเดียวกับสภาสังคมสงเคราะห์ของประเทศไทย สมาชิกของ ACOSS ไม่ใช่องค์กรปฏิบัติโดยตรงแต่เป็นสภาองค์กรบริการสวัสดิการสังคมในระดับที่รอง ๆ ลงไป (เป็นสภาระดับชาติของสภาระดับมลรัฐ) ดังนั้นจำนวนสมาชิกของ ACOSS มีไม่มากแต่จำนวนองค์กรที่อยู่ภายใต้การรับผิดชอบมีมากหากนับจำนวนองค์กรที่เป็นสมาชิกของสภาในสังกัด ระดับมลรัฐ อาทิ NCOSS (Council of Social Service of New South Wales) ซึ่งเป็นสภาระดับมลรัฐที่เป็นสถานที่ดูงานของกลุ่มที่สองเป็นตัวอย่างหนึ่งของสมาชิกของ ACOSS

เนื่องจาก ACOSS เป็นสภาระดับชาติ ดังนั้น บทบาทของ ACOSS จึงไม่ใช่การจัดบริการสังคมให้กับผู้รับบริการโดยตรง แต่เน้นไปที่การผลักดันให้เกิดการเปลี่ยนแปลงในนโยบายสังคมระดับมหภาค และการให้การสนับสนุนหรือพัฒนาสถาบันให้กับสมาชิกในสังกัด นโยบายที่ ACOSS ให้ความสำคัญในการเคลื่อนไหว ระดับชาติ ได้แก่ นโยบายด้าน เศรษฐกิจ ภาษี บริการชุมชน การจ้างงาน การเคหะ คนพื้นเมือง ประเด็นทางสังคมระหว่างประเทศ ความมั่นคงทางสังคม ชุมชนชนบท การศึกษาฝึกอบรม และความเป็นธรรม จากการทำหน้าที่เป็นสภากลางขององค์กรเครือข่ายทั่วประเทศ จึงทำให้งานของ ACOSS สามารถครอบคลุมและเชื่อมโยงชุมชนและบริการต่าง ๆ ได้ทั่วประเทศ

Council of Social Services of New South Wales (NCOSS)

NCOSS เป็นหน่วยงานกลางขององค์กรพัฒนาเอกชนที่ทำหน้าที่จัดสวัสดิการของมลรัฐนิวเซาธ์เวลส์ (ซึ่งมีนครซิดนีย์เป็นเมืองหลวง) และเป็นสมาชิกของ ACOSS ด้วย NCOSS มีสมาชิกที่ประกอบด้วยองค์กรต่างๆทั้งภาครัฐ เอกชน ประชาชน จำนวน 750 องค์กร บริหารงานโดยคณะกรรมการที่ได้รับการเลือกตั้งมาจากองค์กรสมาชิก และมีการจ้างนักสังคมสงเคราะห์ ตลอดจนนักวิชาชีพสาขาต่างๆเข้าทำงานประจำ

บทบาทของ NCOSS คือ การผลักดันนโยบายด้านต่างๆของรัฐให้เป็นประโยชน์ต่อกลุ่มบุคคลที่ต้องได้รับสวัสดิการสังคม การเจรจาต่อรอง การโน้มน้าวให้ผู้บริหารเห็นด้วยกับนโยบายหรือโครงการที่ตนเห็นว่าเหมาะสม (ซึ่งเป็นผลที่เกิดจากการทำวิจัย) การประสานความร่วมมือกับภาคส่วนต่างๆเพื่อสร้างสรรค์ความเป็นธรรมในสังคม ความเสมอภาค การมีส่วนร่วมในการตัดสินใจและรับผิดชอบการดำเนินงานสร้างสวัสดิการสังคม

งบประมาณส่วนใหญ่ได้รับจากการเขียนโครงการขอทุนจากกระทรวงสาธารณสุข กระทรวงที่ดูแลผู้สูงอายุ และคนพิการ (ทั้งระดับชาติและระดับมลรัฐ) นอกนั้นได้รับจากเงินค่าบำรุงจากสมาชิก และการรณรงค์หาทุนในรูปแบบต่างๆ

องค์กรศาสนา ก็มีบทบาทสูงในการจัดสวัสดิการสังคมช่วยเหลือประชาชนที่ยากจนเดือดร้อน (safety net) โดยที่คนเหล่านี้อาจไม่สามารถดำรงชีวิต และประกอบอาชีพแข่งขันกับระบบได้ จึงต้องอาศัยความช่วยเหลือจากรัฐและองค์กรเอกชนอื่นๆ
